JMS Planning & Development is a boutique, town planning consultancy founded in November 2015 which specialises in providing authoritative, commercial, town planning advice, pragmatic practical solutions and a highly personalised service to our clients. We are able to provide clear advice and opinion at all stages of a project from pre-purchase and due diligence, to the submission of an application through to the satisfaction of planning conditions. Julian Sutton - Managing Director
JMS Planning & Development was set up in November 2015 by Julian Sutton BA (Hons), MSc, MRTPI, who has more than 22 years of town planning consultancy experience as a response to, and a move away from, the larger multi disciplinary firm approach to provide a focus solely on the securing of planning permission and enhancing and protecting value through the planning process.
Julian is a commercially focused town planner with a property consultancy background who is widely experienced in all sectors of development planning including residential, commercial, retail, leisure and roadside uses. Julian acts on projects nationwide but has significant London experience and extensive contacts within London Planning Authorities.
Julian is also an experienced expert witness at Inquiries and has a highly successful track record of dealing with all forms of appeal.
When he is not “planning towns” Julian enjoys running, cycling and outdoor fitness and the occasional ski trip.

Jackie Ford - Director
Jackie qualified in 1998 and was formerly Planning Director with a national planning and property consultancy before joining JMS Planning and Development in 2018. Jackie has some 20 years’ experience in town planning including acting as the long term national planning advisor to a leading wine warehouse operator.
Her planning experience includes roadside and forecourt developments, retail warehousing and large supermarket developments as well as advising on major mixed commercial and residential developments. Jackie has a commercial approach to planning understanding developer requirements and aspirations and providing honest and realistic advice.
In her spare time Jackie enjoys running and completing marathons. Having recently travelled to Boston, USA to compete - she is now looking for her next international challenge! Jackie also enjoys family life with her two active children and husband.

Pamela Longhurst-Pierce – Assistant Planner
Pamela Longhurst-Pierce is Assistant Planner at JMS Planning and Development. In this role she is responsible for policy research and advice, supporting the team in securing planning permission for clients across the UK.
Pamela joined JMS Planning and Development in 2018 having completed a MA in International Planning and Sustainable Development with a Distinction/First Class Honours from the University of Westminster. She is a licentiate member of the Royal Town Planning Institute and is currently working towards becoming a chartered member.
Prior to this, Pamela worked as an architect and has experience in project planning and design for residential and commercial developments, office retrofitting and urban regeneration with projects in Europe, Latin America and the UK. She holds a BArch from the Universidad San Francisco de Quito in Ecuador.
Pamela has a keen interest in design, ranging from furniture to fabric and jewellery and is often to be found in London’s museums. Other interests include nature conservation and architectural heritage.
